FICSA: Mandatory Age of Separation (MAS)

STU/65th Council/13/007
10 September 2013

The 77th session of the International Civil Service Commission (ICSC) closed on 3 August 2013.

One item stood out on the agenda that is bound to have an impact on current and future generations of staff: the mandatory age of separation (MAS) of current staff.

STU has the pleasure of transmitting a joint bulletin from the three staff Federations (FICSA-CCISUA-UNISERV), announcing the relevant ICSC recommendation on the MAS.

As you will note, the ICSC decided to recommend to the next General Assembly raising the MAS to 65 years, also for current staff, as of 1 January 2016. FICSA has been pursuing for years, in cooperation with the other sister federations, the policy on the MAS which was eventually recognized by the ICSC as a sound and equitable one. As you know, the MAS was already set to 65 years for new recruits as of 1 January 2014. In the case of current staff, however, the ICSC stressed that the MAS-65 would be an option open to staff without prejudice to acquired rights and conditions applicable at the time of recruitment/entry in the pension fund.

FICSA will soon issue a report on the second item that stood out of the ICSC agenda: the review of the compensation package.

STU will keep you informed of the latest developments.
