End of the redeployment exercise

Dear Colleagues,

 

The redeployment exercise ended on 31 August 2014.

 

During the process, the upheld dialogue between the two Staff Unions and the Administration has allowed 95 staff members, out of 113 whose posts were abolished, to find a suitable post in most cases.

 

However, there are 7 colleagues for whom no solution has been found yet. We continue the dialogue with the Administration in this regard.

 

In addition, 16 colleagues were redeployed to lower grade posts. Negotiations are underway to keep, as it was done in the past, their entitlements to pension.

 

Staff members whose posts were abolished have shown dignity, even in very difficult situations. Hence, they proved their commitment to the overarching mission of the Organization.

 

As the Director-General herself declared: "we went through one of the most critical situations the Organization and its staff have ever had to endure."

 

Through its action, the STU showed that the protection of staff rights fully contributes to the protection of the overarching mission of the Organization and is by no means, an obstacle to the Reform, both programmatically and operationally.

 

Quite the contrary.

 

Besides continuing the dialogue to end the redeployment exercise, STU is ready to discuss the future of the Organization.

 

Just to mention a few, please find below a restricted list of outstanding concerns about the worsening of international civil servants’ working conditions, which, despite the financial crisis and  redeployment exercise, should not be forgotten:

 

  • Redistribution of tasks based on programmatic priorities
  • Staff qualifications and capacity
  • Creation of coherent and logical organigrams
  • The lack of a tangible training policy
  • Issues concerning MyTalent
  • Uneven changes in allocated workspaces
  • Abusive use of service or consultant contracts
  • Deficient recruitment process
  • All other items related to staff policies …
